The City of Laguna Beach, CA desired to have an independent third party review of grading activities at the North Beach-Reservoir Project with respect to erosion/sediment control and the potential for landslides during the 1999-2000 rainy season. Because of their previous experience in Laguna following the 1993 firestorm, Terry Brandt, Public Works Director asked the firm of URS Greiner - Woodward Clyde to conduct the review. Carol L. Forrest, P.E., Moi Arzamendi, P.E. and subconsultant Michael Harding, CPESC comprised the URSGWWC team.

The team reviewed project documents, including grading and erosion/sediment control plans prepared by Robert Bein, William Frost & Associates (RBWF). They also conducted an on-site inspection of potential problem areas with field engineers from Dudek & Associates, Inc. These activities assessed the appropriateness of site-specific measures developed by the contractor. Also considered were the potential adverse impacts during the upcoming winter season in regard to localized slope failures, surface sloughing, mudslides and flooding of adjacent, offsite areas.

At the conclusion of the review, the team met with the City and presented a map outlining which homes might be at increased risk due to project impacts during the rainy season. The team also made a presentation at a City Council meeting, informing the public of their opinion that the erosion/sediment control measures designed by RBWF and implemented by Dudek & Associates were appropriate for the site conditions.
