Chuck Austin has been a member of the IECA since 1983 and has been the contractors’ advocate in that organization throughout his involvement. He has conducted several programs for the IECA on machinery and material usage by contractors. He has also been the Chairman of the Standards Committee A involving Mulches, Tackifiers and Soil Amendments for several years.  He helped develop and organize the Mountain States Chapter of the IECA, and has remained active with the High Altitude Revegetation organization. Chuck is a member of the Colorado Association of Golf Course Superintendents, Colorado Association of Lawn Care Professionals and Associated Landscape Contractors of Colorado.  Chuck was Field Operations Manager for the Southern California (1993) and San Diego County (2003) wildfire remediation efforts.

 

 

Mike Harding is one of the leading technical experts in the erosion control industry.  A graduate from Purdue University, Michael has over 30 years experience in erosion and sediment control, resource management, mined land reclamation, wildlife habitat development, and nonpoint source pollution control both in the United States and overseas.  Mike played a key role in the emergency soil stabilization efforts following the 1991 Oakland firestorm, 1993 Southern California fires and the 2003 San Diego County/City Fires.  His efforts focused on leadership, financial assistance and technical guidance in the form of post-fire hazard assessment, design of mitigation strategies, and oversight of extensive mitigation implementation efforts before the onset of winter rains.  Mike specializes in the evaluation, research, development, and application of cost-effective erosion control materials and techniques, and is the co-designer and past director of the San Diego State University Soil Erosion Research Laboratory.  He is a past President of the International Erosion Control Association (IECA) and Expedition Leader for the Flight of Discovery.

 

 

Robert Patterson is the Director of Environmental Compliance Pulte Home Corporation. His role supports Pulte’s Southern California Divisions in their Environmental Compliance efforts by developing internal auditing practices, setting compliance policies, providing training for Pulte employees and Trade Contractors, as well as defining internal Best Practice Standards for Storm Water Quality.  Additionally, he is the key-contributing subject matter expert on Pulte’s National Storm Water Quality Council, which develops and defines Pulte’s Storm Water policies nationwide.  He serves on the Construction Industry Coalition on Water Quality (CICWQ), Board of Directors and the Southern California Building Industry Association (BIA).

 

Michael Alberson has over 33 years of experience in environmental sciences, with emphasis in, air quality, water quality, and stormwater pollution prevention and Phase 1 reporting.  Michael is the Senior Associate Engineer and operates a satellite office for LFR in Escondido, CA.  Michael is also a certified trainer for both CPESC and CPSWQ.  He is a registered Environmental Assessor in the State of California and is currently he is a board member for the Western Chapter of International Erosion Control Association (WCIECA) and is a member of the California Association of Stormwater Quality Association (CASQA) Construction Subcommittee.  His air quality experience includes working with the Department of Energy in its evaluation of the environmental impact of the Fuel Use Act of the 1980's and Air Toxins Risk Assessment analysis for AB2588 in the South Coast Air Basin. Mr. Alberson spent five years with the County of San Diego Air Pollution Control District and was involved in the preparation of many of air quality planning document and emissions inventories created in the late 70’s. 
 
Wendi Goldsmith is known for building consensus among diverse and often antagonistic stakeholder groups to help advance large public infrastructure projects.  She has extensive experience in all phases of project design and implementation for ecological restoration, particularly in dense urban environments, as well as for stabilization of lakes, rivers, and coastal areas.  She has played a key role in promoting local familiarity and acceptance of bioengineering methods.  Ms. Goldsmith is skilled in the areas of soil science, fluvial geomorphology, biogeochemistry, landscape design, and wetland management. She has a thorough understanding of federal, state, and local environmental regulatory policy and has provided expert testimony on their meaning and intent.
 
 
Matt Rea is a Certified Professional in Erosion and Sediment Control (CPESC) in Geosyntec Consultants’ Portland, OR office.  Matt holds a B.S. in Biology and an M.S. in Civil Engineering from Villanova University and specializes in storm water runoff quality.  Matt has conducted NPDES compliance inspections at over 125 active construction sites - ranging in size from 1-200 acres - in over 20 states during the last two years.  Matt has an extensive knowledge of NPDES compliance and construction stormwater permit requirements for all 50 states, having performed detailed analysis and state-by-state comparison numerous parameters.  He has also been involved in several water resources and urban stormwater quality projects where his work has included hydrologic and hydrodynamic modeling; development and testing of best management practices; water quality testing, including HPLC, graphite furnace AA and spectrophotometry; analyzing stormwater monitoring data; and, assisting in the development and implementation of an EPA national monitoring site.
